Bill Daley is not calling for a banning of campaign contributions, just when the legislature is in session. Bill Daley promises as Governor he would "abide by the ban even if General Assembly refuses to pass it." It is nothing new or original since 14 states already do – ban political contributions to candidates for state office while the General Assembly is in session.
