I first met Lisa Graham Keegan through her good friend Krista Kafer when Ms. Kafer was an educational policy analyst at the Heritage Foundation. During this period I was on the board of the Cesar Chavez Public Charter School for Public Policy, and I brought them both to the school for a tour and to meet the school's founder and principal Irasema Salcido. Ms. Keegan had relocated to the nation's capital to become CEO of the Education Leaders Council after being Arizona's Superintendent of Public Instruction, during which time she was a strong proponent of charter schools and private school vouchers.
